Allows the commissioner to set the league salary cap, randomize the team draft order. Keeps track of which team bid for which player and how close each team is to the salary cap. Makes sure that once a team has passed on a player that they cannot jump back into the bidding.

This program is bascially designed to end questions like, "Who¡äs bid is it?", "I thought I got Michael Jordan for $5?" and "Who still needs a quarterback?"
